    Keep local conflict decisions in the same execution mode as reevaluation while retaining contextual virtual workers for asynchronous handling.

    Follow the pipeline execution mode when resolving Model conflicts so local synchronous handling cannot return before its retry completes. Keep asynchronous resolvers on contextual virtual workers and preserve retry bounds and failure mapping.
