Release-train recovery for the reviewed 3.2.1 CSS payload. This release preserves the existing structural API and fixes immutable tag-to-manifest alignment plus cross-version ecosystem preflight routing. It does not move or overwrite the malformed unpublished v3.2.1 and v3.2.2 tags. Verification includes Node 20/22, Chromium/Firefox/WebKit, responsive regions, current/minimum clean-install matrices, package dry-runs, and a zero-vulnerability audit.
