Adds support for pauseGasMetering and resumeGasMetering to VmSafe.

Additionally adds a modifier: noGasMetering, that pauses gas metering during the function's execution and resumes afterward (allows for nested noGasMetering function calls).

foundry-rs/foundry#3826
