Release v1.0 (Post-Regional)

Post-Regional code upload, our code contains support for the following things:

• Swerve Drive, MK4 L2's with NEO's and CTRE Mag Encoders.
• Subsystems supporting of NEO's, PG's, Spark MAX's, Talon's, Victor's, and REV Through Bore Encoder.
• PathPlanner integration (which is inconsistently mirrored at some points, will be fixed before Districts).
• Visioning with PhotonVision (using blob detection for notes, not AprilTags).

NOTE: This is the last commit that conatins the pivot subsystem, we will be replacing it entirely to speed up cycle times and lessen driver load.
