Make lifetimes more explicit

The RAII wrapper classes are just meant to clean up local resources, so
making them no-copy no-move is fine.

The COM classes have a private dtor now to make sure they are managed
via the COM interface only.

Eliminate `noexcept(false)` dtors

The specifier doesn't change whether an exception terminates here, so
there isn't anything to do here by the user other than print the error
and carry on.

Hardcode link events to open the GPL website

The license notice only contains that one link, so this avoids an
unnecessary allocation.

Set DPI awareness to Per-Monitor V2

This prevents the license dialog from being blurry in some scenarios.

Per-Monitor V2 scaling will automatically do the right thing for
dialogs.
