* switch to autotools build process on linux

* add cibuildwheel before-all for macos

* Add macOS wheel builds, update docs for the autotools build process

Add a build_macos_wheels job (arm64 and x86_64 runners) and require it
before publishing. Document both build systems in docs/BuildProcess.md,
fix stale comments, and drop the unsupported editable install scripts.
