Better multi-language support

I will list some ideas so that Xash3D can have improved language support, any missing things comment so I can add them to the list

• TrueType support within the game (Related with Support for special Portuguese Brasilian characters: Á Ã Ó Í #1735)
• A way for Xash to detect the device (PC and android) language to change the menu language
• Add community translations by default
• A documentation page about translations
• Editable btns_main templates based on the effects applied to the menus when they are with render_picbutton_text 1 (@DavidMacalister I'm trying to do)

This file contains the Half life, Team fortress and Counter Strike menus. To edit it, open Photoshop and use the actions menu, to display it go to window > actions, then it will appear in the right bar. After that, just editButton Set.atn.zip
