20.0 - Frog update

add the Frogs as a race
add a normal and unique sector for the Frogs

frog faction description: the frogs were originally a sapient pre-ftl race that was discovered by the ministry, who were particularly interested in them given their extreme abilities to adapt and evolve thanks to their very short lifespam of 30 or so years at the high end. The zoltans set up a observation station that was cloaked 24/7 to study them, not wanting to interfere with their natural development. That was until the frogs noticed something in the sky, with their biggest nations developing a undercover plan to strike it down, beliving it was a spy satalite made by their rival nation. they launched multiple strikes suddenly at the shield-less, weapon-less station and so managed to take it down in a few hours.

After that they studied the wreck, learning much more than they were meant to and so 'speedrunning' tech development and quickly reaching space age. The majority of the nations banded together to reach this new frontiers, though not all were on board with the sudden development, choosing to stay behind after their rivals took to space.

The species is mostly communistic, there were some smaller nations with other types of economy or government systems but their short lifespans made them naturally be biased towards social forms of government where power was given to all in equal ways. That is not to say there wasn't ever any figureheads, once they reached the space age they appointed a position that would represent them in the galactic stage, the "Speaker" role.

The ministry, denies ever being involved with the frogs as it would be a whole scandal if they did. Once the frogs learned who the station they destroyed was from they felt the need to 'give back' to the ministry, which led them to eventually requesting to join the federation so they could offer their skills to the zoltans and their allies alike. The process is slow, however, and so they are currently a neutral faction, trying to stay out of any wars. They are very cocky though, thanks to their natural abilities, giving them higher skill caps than any other race, and so they get in a lot of skirmishes. Their technology, however, is very weak given they just reached space age, and so they frequently lose those fights and need to be rescued. However their true skills shine when something goes wrong, being great problem solvers and fantastic teachers.
