After installing multiple versions of a tool, it is not possible to select old versions when adding it as a step in the workflow editor

maybe related... sometimes the most recent version is not selected (e.g. cutadapt 1.1.a is selected by default, not 1.6 when both are installed)

If a version is not specifically requested a wrong version (`None` cast to
`'None'`) of a tool will be loaded in the workflow editor instead of the
latest version.

That should address @martenson's remark in
galaxyproject#4373 (comment)
(and maybe also
galaxyproject#557 (comment)).
