v6.1.0: fix create-jwt-keys.ps1 writing guids.json as UTF-16 with BOM

Out-File on Windows PowerShell 5.1 defaults to UTF-16 LE with BOM, which
broke json_decode in jwtAuth.php. Write UTF-8 without BOM via .NET.
