There's no "remove feature" tool for vector layers.

Acceptance criteria:

The catalog gets a new tool that indicates a layer can have features removed from it.
Clicking on that tool starts a selector tool that lets the user select a feature on the map.
After clicking a feature the user is presented with a warning dialog. Ok removes the features, Cancel closes the dialog.
