Highlight layer should honour grid contents when available. #57

The grid and the highlight layer should be more tightly integrated to ensure that whatever is in the grid is shown in the layer.

Queries now have a "filter" property that can be used to pare down results on the client side. This should be honoured by by the service manager and by the highlight map.

major update to the "filter" functionality, including using MapBox style filter "language".
