Implementation contingent on #49.

Two properties to be verified:

  • Funds correctly awarded to each wallet.
  • Can still create another DLC using those funds without going on-chain.

232: Verify open-close-open DLC channel behaviour  r=luckysori a=luckysori

Actually finishes #50.

We should eventually also add assertions for the LN balances and DLC collateral values for all tests where the action results in creating a DLC.
