Attribute syntax errors to the rejected proposal while preserving the destination.

implement now reports native parser findings with submitted, judged and preserved body hashes, explicitly stating that the proposal was never installed. It retains the complete parser message and line while identifying repeated findings independently of location changes. Compiler and process failures still pass through the existing lint gate and do not receive parser receipts.

The matching App Runtime consumer can use this receipt to restore governed recovery; failures remain unapplied and grant no promotion or approval.
