When a control in "Access control" settings is unchecked, hide that control

The new "Save as draft" and "Finalize" settings in "Form Entry Settings" currently disable the corresponding buttons at form end. They should hide the button entirely instead (as described in #5570 (comment)).

This better matches the description of the setting category ("show or hide actions") and provides fewer distractions for users. We expect that these settings are used by project leadership to configure all devices in a project the same way and that users will not necessarily expect that the hidden behavior exists at all. There's some chance that a user who uses Collect in multiple settings would find it confusing to sometimes see certain actions available and other times not but that seems more acceptable than users seeing disabled actions and thinking they need to do something to enable them.
