What type of PR is this?

A few hours ago, importlib-resources was updated, which resulted in a CI failure. It seems that there is no locked version of importlib-resources in Python 3.8.

Although the error originates from pysaml2, we are unable to upgrade to 7.4.1 as it relies on Python 3.9.
