This is a mixed bag of typographical fixups, along with converting references to gmane to point to public-inbox instead. I only bothered with the 2017 pages, as the older ones are basically historical. We should perhaps consider removing them from the navigation bar on the side (we could also remove them completely, but perhaps people would want to refer to them? They'd always be available in the history, of course).

It's arguable whether this rendering looks better or worse.
But most importantly, without it, the various punctuation
characters seem to prevent the markdown parser from figuring
out other things, like that the link to the XDG standard is
actually a link.
Gmane is down and never coming back. I used public-inbox's
"gmane:" search to make a new link.
Using a bare <id> looks like an HTML tag. Sometimes the
this worked, and sometimes the resulting text was missing
entirely (it also seemed to screw up parsing of other nearby
constructs which I'll add in the next patch).
We do not define the `$gmane` construct here at all. It's
well known to list regulars, but probably not to applicants.
Moreover, gmane is now defunct, so you have to know to dig
up the link via public-inbox.

Let's convert these to public-inbox references. And since
this is real HTML, we can even make them hyperlinks.

I'm going to merge this immediately, as we don't know when GSoC folks will start looking at application materials. Comments or additional fixups welcome.
