Description

Add new chain to bounty + hackathon

- Chain ID: 600
- Decimals: 18
- Symbol: FIL
- Tenant: FILECOIN
- Token Address : ?

This PR also increases the address length from 50 -> 100 as Filecoin is used

Pending Questions

The documentation isn't very clear and I've figured out most of the pieces except on how to understand if the message of type transfer is Successful / Pending

we'll have to switch over to a better API when it's available (after syncing up with filecoin team)
