Support toggle dark mode and light mode

What changes are you suggesting?

It seems now the mode always follows system settings. While I set the system preference as dark mode, I'd prefer to view the page in light mode.

@tisonkun Thanks for opening an issue. You can select if you want to use your system preference or choose to use a single set themed for your Docs experience. Check out "Managing your theme settings" for more information.

@cmwilson21 This once works but no more. My preference is light mode but the doc site still gives me the dark mode.
