Duplicate section in "Tracking your work with Issues"

What article on docs.github.com is affected?

Further down in the document there is exactly the same content duplicated. I decided to remove the one that was further up the document with no particular reasoning.

What part(s) of the article would you like to see updated?

There are two sections titled "Using labels to highlight project goals and status". They both have nearly identical content. One of them can be deleted.
