Provide non TDD template as well

For throw away projects or vibe coding or prototype, TDD is overkill, and LLMs repeatedly shown greater interest to do tests of all kinds in my experience, so TDD will only make it worse for such scenarios. Template repository will be great. Also the templates are always supposed to be customised for each project, I suppose, but a starter kits will be easier for first time spec-kit users.

I agree that the level of TDD should vary based on the complexity of the task. In my case, I requested a single API endpoint to shorten a URL, but I received dozens of tests—which felt excessive. The system should be able to adjust the TDD effort according to task complexity, and users should also have the option to control the level of TDD applied.

I asked Claude Code to review .specify directory and remove anything related to TDD, and it worked pretty well
