signin with github does not work

Describe the bug
I am already signed into my account with my outlook email address which is the primary email address linked to my github account. vscode is already signed in as that identity. After installing the vscode-github-actions extension, I am invited to sign in again.

To Reproduce
Steps to reproduce the behaviour:

I try to sign in, by clicking on the "Sign in to Github" button in Github Actions panel at which point I see a dialog box: Visual Studio Code: The extension 'GIthub Actions' wants to sign in using Github (Allow/Cancel).

When I hit Allow, I am prompted with the message that the extension is try to access my account, which I authorise, but it fails with a 404 result.

My browser (edge) is at https://github.com/login/oauth/authorize, which contains the 404 result.

Expected behaviour
Sign in should work
