• Download saved files directly from editor tab context menus, including files outside workspace roots.
• Support inactive tabs and file-backed custom editors such as spreadsheets.
• Reuse the editor's remote filesystem provider and save to the local computer.
• Preserve binary contents, support cancellation, and replace existing files only after successful transfer.
• Include English and Simplified Chinese menus and messages.

Validation: 16 regression tests pass. The final extension activates in stock VS Code 1.104.2 and openUBMC Studio 1.135.0; local binary saving and outside-workspace Remote SSH downloads to Windows preserve SHA-256. Save/success dialogs were stubbed in the integration smoke tests.
