Describe the bug
Our custom dockerfile installs tools and runs apt-get update -y
. Since the update to Ubuntu 19.04, this now causes an error. The text is below and a screenshot is attached:

Steps to reproduce
Create a new repository using this template: https://github.com/Code-Institute-Org/gitpod-full-template
Attempt to open the resulting repo in Gitpod.
Expected behavior
A new workspace is created containing the tools we were able to install using Ubuntu 18.04
