• Security and installation fixes.

Changed

• Upgraded some package versions to fix security issues.
• Also upgraded Python version from 3.11 to 3.13 as 3.11 support has ended.

Removed

• Removed the dipy package and its dependencies.
  • These were causing installation issues on MacOS and Windows.
  • These are used by the optic flow module which is currently not in use. It
    is planned to be included in a version after 1.0 and the installation
    issues will be fixed at that time.
