• services: InstructionProcessor.processInstructions ends a batch on ravina's sealed PublicationException: a verdict whose mayStillLand() is true, and a stopped monitor's, are thrown as themselves; every other, a send that never left included, drops the batch and returns false. The ravina 25.7.0 verdicts and their accessors are gone.
• sdk: retire the staging CCTP integration
