metadata.configparsing required for gleam-lang/gleam#2162. Parsing done per the spec and is based off of serde examples.The final API is TBD, but I assume the serde parsing will be entirely internal in the final version. Input welcome.
Many unneeded/unspecified serde functions are left unimplemented. I am not familiar with serde standards and best practices so I welcome all feedback in this area.
