Bump the framework and telemetry dependencies to azugo v0.38.x

Also records what a consumer needs to know before bumping: user.Basic's MarshalJSON moved to a pointer receiver, so a Basic value silently marshals to default field JSON; azugo.io/core gains a password package. The SKILL.md framework pin followed the bump.
