Clean up and fix clone button script #20415

The button 'primary' class needs to be set in a synchronous script to prevent flicker of the button which was regressed recently, fixed that.

Additionally, reduced the two script tags to just one, the previous scripts were actually initializing the buttons thrice on the empty repo page, now it only initializes once. Finally, removed duplicate code and re-used the inline function in the update code as well.

I had to split out the script into a separate template as on the empty repo page, the script needs access to the clone URL span in the example text, which is rendered below the clone buttons, so buttons and script could not be combined.

The init function can be called before jQuery's document-ready, eg: https://github.com/go-gitea/gitea/blob/main/web_src/js/index.js#L90-L92

Then there is no need to write scripts in templates (well, if the loading of compiled index.js is slow, then for the first time opening the page, there might be still a UI flicker, but this case is pretty rare, the index.js should already be cached for most cases, so IMO it's worth to move the script into js modules)

update: if the clone buttons are moved into a dropdown menu (like GitHub), then there will be no UI flicker anymore, resolved fundamentally.

Any script that's loaded via URL will be asynchronously executed and not be fast enough to prevent the flicker, which is very noticable in Firefox to me. I see no other way around than this inline script.

Maybe it would be possible to get webpack to pre-compile inline scripts directly into the template files, but other than that I see no way of avoiding inline scripts here.

(I updated my comment, sorry for bothering). How about moving the buttons into a dropdown menu like GitHub?

Dropdown menu akin to GitHub might work for existing repos, but the new repo page still needs the URLs in the page rendering.

Proper solution will probably be to eventually store user settings like this in the backend so protocol preference is available at template rendering time and we don't need localStorage any longer.

Still I think this PR is valuable until then.

* Add default value for clone URLs

Default clone URLs to HTTP(S) in DOM rendering. JS will immediately
replace this if the user preference is SSH.
