[3.2] Add natural string comparison #45957

Backport of naturalnocasecmp_to. This method is exposed in master branch but not in 3.2, the default string comparison operators are not very suitable for human consumption in many cases where natural order is preferred. Implementing this in GDScript can't be done with 3 or 4 lines of code and the code is aready in the engine.
