Adding support for the OpenXR Display Refresh Rate extension #67179

Implements the display refresh rate extension for giving access to the available refresh rates and allowing to change this.

Even though this is a FB extension, both Oculus and Valve support it fully and I believe Monado atleast allows you to read out the refresh rate.
