Fixed: the last second of a period is inside the "blocked" figure

The event figure compares its window half-open — < midnight rather than <= 23:59:59.999999 —
because a query binding formats a date as Y-m-d H:i:s and drops the fraction. Blocked could not
inherit that: a holding is asked of an instant, so it writes its own comparisons, and they were
the inclusive kind. Every instant it asks about is the end of something, and every one of those is
23:59:59.999999.

Two consequences, both silent and both only on engines that keep the fraction. An address blocked at
23:59:59.500 was reported by the event figure and missing from the holding beside it. And an address
released — or a temporary block lapsing — in that same fraction was still counted as on the list at
the close of the day.
