Fixed — scheduled commands did nothing under multi-brand and reported success

• [fix] replay-failed never replayed anything. A scheduled run has no session and therefore no brand; the fail-closed scope hid every row, so the command reported "Replayed 0" while eight failed deliveries sat waiting. The cron-based retry was effectively dead. health reported zeroes for the same reason, and prune deleted nothing.
• [fix] All three now iterate the brands via RunsForEachBrand from goldnead/statamic-brand-context ^1.3, and each accepts --brand=<handle|id>. Single-brand installs are unaffected.

Notes

• Found in the hub QA run, where the CP showed deliveries the commands insisted did not exist.
• Suite: 123 passed (337 assertions).
