This exception is thrown when the app is first launched. If I relaunch the application, GCM registration works properly. I saw similar issues on Stackoverflow but it says the problem no longer appears after few launches. Is this issue related to GCM servers?

I'm seeing this too. It happens in the sample app. If you delete the app, run it from Xcode, on first launch it always shows an alert that says "Error registering with GCM" with "The operation couldn't be completed. (com.google.iid error 7.)" But if you kill the app and run it again it says "Registration Successful".

I'm not sure if this only happens in a dev mode. Did you add any retry method when it shows this error?

This might happen because of some weird networking issue. Waiting for sometime and requesting a token once again should give you a valid token. We encourage you to implement exponential backoff and retry logic when requesting a token in case of failure.

Although this will be fixed in the latest GCM release where we will do this internally ourselves. Please reopen this if you still see the error again.
