Packaging metadata and README punctuation. No code changes.

  • The PyPI summary and keywords now name the OpenAI Decisions backend, laya-mlx and the CrossEncoder reranker, so a search for any of those finds the package.
  • Classifiers declare the development status, the intended audience and FastAPI; the project links include the changelog.
  • README: a wrapped line starting with a hyphen rendered as a stray list item on GitHub and PyPI, and four route-reference bullets used spaced hyphens. Both fixed.
