v0.2.4

Fixes decide.__version__, which 0.2.3 left reading 0.2.2: the version was bumped in pyproject.toml but not in the literal in decide/init.py, so the published 0.2.3 wheel reported the wrong version. A test now reads pyproject.toml and fails when the two drift.
