govctl v0.20.3

0.20.3 fixes trunk-scope enforcement in jj repositories whose workspaces were
created before jj 0.38. Those workspaces record no root path, so govctl could
not recognize the current workspace: release, release undo, and migrate
warned that enforcement was inactive (W0114) everywhere, including the
default primary workspace, and ran even from secondary workspaces.

Fixed

• Trunk-scoped commands recognize the current jj workspace when jj recorded no
  root path for it: they run without a warning in the primary workspace and
  refuse in a secondary one, naming the primary workspace even when its root
  path is unrecorded. A stale root path no longer identifies the wrong
  workspace. (WI-2026-09-26-001)
• The W0114 warning states why the primary workspace cannot be determined and
  gives a matching hint. It suggests setting workspace.primary only when no
  jj workspace has the configured or default primary name.
