govctl v0.22.0
0.22.0 makes govctl's local state easy to find and keeps it out of gov/.
govctl status gains a Local State section that shows where this
workspace keeps its state and where the clone-shared coordination registry
lives. The gov-root write lock moves from gov/.govctl.lock to
.govctl/gov.lock, so gov/ holds only governed artifacts.
Upgrade note: until every agent and tool that writes to a project runs
0.22.0, older and newer processes lock different files and do not wait for
each other, so upgrade them together. govctl no longer uses or deletes
gov/.govctl.lock; once every writer is upgraded, delete that file by hand.
Added
govctl statusshows a Local State section: the workspace's.govctl/
directory, the write lock, and the clone-shared registry path, or why the
registry is not applicable (no version control) or unavailable.

Changed
- Write commands lock
.govctl/gov.lock, creating.govctl/when it is
missing, and no longer create a lock file undergov/. (WI-2026-10-09-002) - The detach skill lists the clone-shared registry as a path outside the
project that needs separate approval before removal. (WI-2026-10-09-001)
