Introduce eslint

My suggestion: keep it simple e.g.

• Eslint/Typescript recommended
• react-hooks for react repos

I have a style light ask. I know this is just preference and don't need to bike shed. But could we consider doing no semicolons and single 'quotes'? I think that creates less visual noise and is a nicer style.

usually I stick to the default of prettier which is semicolons and double quotes. That said: I don't care, as long as it's consistent :)
