Remove any checks in EscrowAdapter

We currently have a lot of checks to deny the sender in case we are over the escrow adapter.

We shouldn't fail a receipt because the sender doesn't have escrow balance, we should just make sure that it doesn't keep coming.

This should translate to a deeper refactor in tap-core
