The section was written on the 15th and the cut is today, so the heading sat
nine days behind its own release.

Three other commits landed after the section went in, and this repo batches
changelog entries at release time rather than per commit. 0.0.38 owed entries
to all three: "git: report that there is no repository, not a missing
attribute", "pyproject: point Issues at greened/git-project, not
unknown/greened" and "docs: render the whole module docstring in Sphinx and on
PyPI". All three are fixes, so they go under Fixed rather than a new Packaging
or Docs heading. Two of them fixed two separate bugs each, and a user hits one
bug without the other, so Fixed gains five entries rather than three.
