Upgrade bazel and gradle workflows.

1. Add workflow_dispatch.
2. Remove mac 12.
3. Make mac 13 work by installing colima.

I am maintainer and even I can't run checks by myself. This PR is a test from myself to check if it works.

Conclusion: No, I still can't approve workflow reruns on my own PRs but it worked in a different way: fork resync without changes can trigger workflow reruns (new commits didn't seem to though, so probably only if there is no diff to existing commits).
