Docker health check

I would love for FB Quantum to include a docker health check.

Added a healthcheck with the default porr, let me know if this is what you were looking for:

What does ir actually check? (How can the filebrowser container be healthy at first, and then become unhealthy during its lifetime? Have you experimented with such situations / does the healthcheck detect these?)

The healthcheck uses the existing http healthcheck endpoint.

"Healthy" means the service was configured probably and the http service was started successfully and is active and not in the process of being shutdown.
