chore(quality): tune Go codebase with gofmt -s & ineffassign and add pkg.go.dev / Go Report Card CI pipeline (v3.2.7)

  • Apply gofmt -s AST simplification across 14 Go packages for A+ Go Report Card compliance
  • Fix ineffectual variable assignments in internal/caddy/waf.go and internal/web/server.go (jaegerProxyHandler X-WEBAUTH-USER header)
  • Replace failing Qodana secret-dependent workflow with self-contained Go Code Quality & Security pipeline (gofmt -s, go vet, ineffassign, govulncheck, and automatic pkg.go.dev + goreportcard.com sync)
  • Document Go Code Quality, pkg.go.dev, Go Report Card, and Spanish User Manual in README.md
