Create CODEOWNERS

Requirement

• There is a requirement by Michal on mandatory rules and settings that should be configured in GH repos to cater to the SOC2 compliance requirements. Vlad udf take3 #366
• The document below covers an overview of the suggested and recommended Github Repository Baseline Settings;

Issues

• As per the requirements we need to change the default branch to the main branch. Could we proceed changing default branch to the main branch?
• Then we have set of mandatory branch rules to be enforced as per the document;

• Also we need add synk for the status check.
