HCB: Add our new phone number to HCB pages

Get all your HCB needs by giving +1 (844) 237 2290 a holler!

We should add this phone number to the:

• Landing page
• Association-specific landing pages such as FIRST
• Application form
• and update the footer of HCB-related pages to use HCB's email and phone number
  • We previously updated the footer email address in Custom emails in footer / HCB override #1066, but it appears that might have been accidentally reverted in the landing page redesign.

I think @dwahbe had mentioned internally on Slack that he was going to take this on. @dwahbe, can you confirm? If we don't already have someone who plans to work on this, I'd love to open it up to the community and assign it to @Chay2203.

Hello! This is on my to do list but I haven't gotten around to it, meetings after really taken up my week! @Chay2203 if you would like to take this on, that would be great! The other small website edit I was going to make was a slight update to the HCB application form.

We need to add some small text below the Slack username field that says "For teenagers only!" Happy to create an issue for this change if that would be helpful. Let me know if you can take one or both of these one, thank you!
