If we're going to try to cover all levels of possible legislation, should we make allow users to create location-based groupings to more easily coordinate efforts among "local" users? I'm defining "local" very loosely, since this would vary depending on the type of legislation (city, county, state, etc.).

I think state legislation is a great place to get people started. There's
usually something going on locally that people feel strongly about. Just
today I voted against a constitutional amendment in my state.
