Vagrant 1.7.0 - "Failed to find Vagrant!" Startup Error on Windows

Just installed Vagrant 1.7.0 on my Win7 (64-bit) machine, but it won't start up at all:

D:\Repos\_github\bills-kitchen\target\build>vagrant help
Failed to find Vagrant!

D:\Repos\_github\bills-kitchen\target\build>set VAGRANT_LOG=debug

D:\Repos\_github\bills-kitchen\target\build>vagrant help
Failed to find Vagrant!

Any ideas?

might be a dupe of #4919, but the difference being that I don't see any more detailed error message...

Re-downloaded again. Still getting the same error with a vanilla Vagrant 1.7.0 install:

C:\HashiCorp\Vagrant\bin>vagrant help
Failed to find Vagrant!

From within Git Bash it looks exactly like #4919:

@tknerr there are a number of open issues around new Vagrant installers. We are working on it, but I would prefer to track them in a single issue.

Try Vagrant 1.7.1, this fixed the issue for me.
