candidates not removed on publish

There are candidates for e.g. 0.1.6.0, 0.1.7.0, 0.1.7.1, 0.1.8.0, 0.1.8.1, which all have releases too.

(Maybe the releases are not published, but re-uploaded with --publish; but nevertheless, candidates should be cleaned up)

Is it the case that candidates are not removed when they are published from the candidate index? Or is it the case that if somebody publishes to the candidate index, then just publishes to the main index, that the candidate is auto-removed? I suspect it is the latter. Adding that auto-delete logic does feel like it makes sense...
