ghc-9,12 is not yet available in CI.

I suggest we wait for ghc-9.12 to become available on CI and for dependencies to relax their upper bounds before merging this PR.

However, in order not to be a blocker for downstream users I'll make a revision on Hackage with relaxed bounds on base.

I don't think there is a need to make a new patch release with these changes, but I did make a revision that relaxes the upper bound for QuickCheck and doctest, as you did in this PR.
